As Mentimeter admin, you are the only person in your team who can download Mentimeter receipts. To learn how to access and download receipts, please refer to our help article:

See all members in a team

As team admin, you will be able to see all members of a team. This feature will give you the ability to manage your team licenses effectively. 

Please note that if you are not admin in a team, you can always see who is team admin.
